How can I change my mail program preference without launching Mail? Because of previously aborted "auto-launches", hundreds of re-tries open whenever I open Mail, essentially disabling my attempt.

Have you tried starting Mail while holding down the Shift key?
I want to change my default mail program (when clicking on a random mailto: link, etc.) to something other than Mail. I tried the Shift key, and it only temporarily delays the "launching of a thousand windows".
I can't find the location of that preference. It may be in LaunchServices.
Another way to try to get Mail to open clean would be to delete Mail's saved application state.
You can pretty much wipe out all of Mail's settings by deleting the Container which can be found in your user Library/Containers folder. It is a folder named com.apple.mail
If you open the app you want to use for Mail, it should ask if you want to use it as default.
